July 30 (Reuters) – The U.S. Treasury on Thursday said the director of its anti-money laundering Financial Crimes Enforcement Network, Andrea Gacki, was stepping down to join Citigroup as the bank’s global head of sanctions.
Gacki is leaving government service after 25 years at the Treasury and the Department of Justice and will remain at FinCEN for several weeks to support a smooth leadership transition, the Treasury said. She has headed FinCEN since 2023.
The department appointed career Treasury official and former FBI forensic accountant Jenna Casanova as acting FinCEN director. Casanova most recently served as senior adviser to the Treasury undersecretary for terrorism and financial intelligence, where she worked on efforts to combat illicit finance and coordinated policies across FinCEN, the Office of Foreign Assets Control and other Treasury offices.
The Treasury said that Casanova previously worked on FinCEN enforcement actions, helping lead the case that resulted in a record $1.3 billion Treasury fine against TD Bank. That was part of $3 billion in total penalties assessed for violations of the Bank Secrecy Act, the main federal anti-money laundering law.
Citi said Gacki will start on October 1 and join its Independent Compliance Risk Management leadership team, helping clients in “navigating the increasingly complex sanctions landscape.”
Brent McIntosh, Citi’s chief legal officer and corporate secretary, who served alongside Gacki as Treasury undersecretary for international affairs during the first Trump administration, said that Gacki was well-respected in both the banking industry and government.
“Few leaders can match Andrea Gacki’s depth of experience in sanctions and financial crime. Her history of thoughtful and proactive leadership makes all of us at Citi excited to have her joining as our Global Head of Sanctions,” McIntosh said in a LinkedIn post.
