Police Officer Rescues A Dog In Distress!

I’m not sure of the full story. Either the dog got tangles somehow or someone tied him up this way and left him in distress. At first it appears that the dog is trying to bit at the officer, when in fact it was trying to free itself. Once the officer got the dog free, it knew it was safe and gave him a big ole dog hug!
