GREEN BAY, WI (WTAQ-WLUK) – A pet food manufacturer is planning to spend at least $55 million to build a new corporate campus on Green Bay’s far east side, according to a development agreement with the city.
Carnivore Meat Company, which currently has its corporate offices in the I-43 Industrial Park, is looking to build a new 220,000 square foot corporate office and manufacturing facility on nearly 28 acres of land at the northeast corner of Finger and Grandview Roads.
The city-owned property currently brings in zero tax dollars, but would have an assessed value of about $35 million when the project is complete. The estimated annual tax revenue upon completion is $868,000. $356,650 of that would be for the city.

The agreement calls for the company to purchase property for $15,000 per acre.
“In terms of facility size, this is going to probably be almost doubling their size of operation,” said Neil Stechschulte, Green Bay’s Economic Development Director.
“I think they’ve got enough customer potential that hopefully this is just the first step. They actually bought enough room to potentially expand in the future.”
Carnivore would transfer 103 jobs to the new facility and create 52 additional positions, according to the development agreement.
The agreement shows the company could receive 20% of the money generated through a new Tax Increment District each year for potentially 20 years.
Carnivore produces ultra-premium raw frozen and freeze dried pet foods and treats, including under the labels of Nature’s Advantage, Vital Cat, and Vital Essentials.
Green Bay’s city council passed the development agreement without discussion Tuesday night.
Stechschulte expects construction will start within the next 30 to 60 days.
