Rookie Eddie Lacy continues to recover from a concussion suffered last Sunday against Washington but he hasn't yet passed the league protocols for head injuries and been allowed to practice. Head Coach Mike McCarthy said James Starks will start at running back Sunday for the Packers against the Cincinnati Bengals. Starks piled up 132 yards on the ground in relief of Lacy last week. Rookie Johnathan Franklin is the only other healthy running back and he's expected to see his first significant action of the year. Casey Hayward has been ruled out of the game for the third straight week with a hamstring injury. Jarrett Bush (hamstring) and Jermichael Finley (toe) were the others who did not practice Wednesday. Morgan Burnett was limited with his hamstring injury but after practicing each of the past two weeks, was still scratched from the lineup. The Packers meet the Bengals at noon Sunday at Paul Brown Stadium.
