On the eve of the Green Bay Packers mandatory mini-camp, veteran defensive back Sam Shields signed his restricted free agent tender offer for the 2013 season.  Shields stayed away from the voluntary organized team activities, hoping to convince the Packers to sign him to a longer term contract.   His agent, Drew Rosenhaus, flew to Green Bay Monday to meet face to face with Ted Thompson and Russ Ball but in the end, advised Shields to sign the tender, worth just over two million dollars this season.   Shields will become an unrestricted free agent after the 2013 season.  He's expected to be in the mix in the secondary after intercepting five passes last year playing opposite Tramon Williams.  But Casey Hayward had a big rookie year, Davon House is coming off an injury and the team drafted Micah Hyde from Iowa to add depth to the position.
