New proposal eliminates stalling publication of new laws

MADISON, WI (WSAU) -  The Wisconsin Secretary of State may not be able to stall publication of new laws in the future. A Senate committee passed a measure Monday that would force Wisconsin’s Secretary of State to publish new laws within 24-hours of the Governor’s signature.

This issue came up in 2011 when the Legislature and the Governor signed Act 10 into law, changing collective bargaining for public workers. Secretary of State Doug La Follette delayed publication until the last possible allowed time, a full ten days after the Governor signed it into law.

The new proposal would have the non-partisan Legislative Reference Bureau publish bills they day after they are signed into law by the governor. All new laws would take effect upon publication as they do now, unless otherwise specified.
