That's four down and three to go.  The Green Bay Packers have reached a contract agreement with 5th round draft pick Andrew Quarless, the tight end from Penn State. The deal for Quarless reportedly covers four years.  He's the 4th of 7 picks to sign, joining Marshall Newhouse, James Starks and C.J. Wilson.   Green Bay is still negotiating with the top of its draft board, including number one pick Brian Bulaga, second rounder Mike Neal and third round pick Morgan Burnett.    Players don't report for training camp for another 17 days.   Players not under contract can't practice but the Packers are confident they'll get the final three deals worked out by then.  Quarless was a prime target in the Penn State offense, setting school records for the position with 41 catches last year and 87 for his career.  He posesses good size at 6-4 and 252 pounds and he runs well but during OTA workouts and the mini-camps, he often struggled to bring passes into his body.   His hands often battled to come up with clean catches.   Quarless will join a competitive group at the position with incumbent playmaker Jermichael Finley and veteran Donald Lee along with Spencer Havner.  Tom Crabtree, a practice squad player from 2009, rounds out the tight end group heading into camp.
